According to The U.S. Census Bureau, Hurricane Hilary rose rapidly to Category 4., as it moved off Mexico’s Pacific coast on Friday, August 18, 2023, and bore through Southern California as the first tropical storm in 8.4 decades, driving “significant and rare impacts” including vast flooding.
